IVA Information

The following information has been provided by VOSA and has been re-produced with their express permission. The following information and documents are subject to Crown Copyright.

Introduction

The Individual Vehicle Approval (IVA) is a UK national approval scheme and pre-use inspection for motor vehicles and trailers imported, assembled or manufactured in very small numbers or as individual vehicles. Every vehicle has to be inspected by an examiner at an approved site, either by the Vehicle and Operator Services Agency (VOSA) in Great Britain or by the Driver Vehicle Agency in Northern Ireland.

The IVA scheme checks that vehicles have been designed and constructed to modern safety and environmental standards, based broadly on the European Community requirements that apply to European mass-produced vehicles. Once a vehicle passes an IVA inspection, the examiner issues an Individual Approval Certificate which, for most motor vehicles involved in the scheme, is then used to register the vehicle with the Driver and Vehicle Licensing Agency.

Applying for the Basic IVA Test
Vehicles submitted for an Individual Vehicle Approval (IVA) inspection need to demonstrate that they comply with the provisions of the relevant government regulations. The regulations contain technical schedules that provide the standards for the various vehicle categories subject to IVA. Details of these requirements appear in the IVA inspection manuals which provide information on the test standards and how they will be assessed for compliance.

For passenger cars and light goods vehicles there are two levels of IVA inspection, basic and normal. Amateur Built Vehicles have to pass the Basic test (BIVA). The basic IVA requirements can be assessed by a visual inspection of the vehicle to assess its design and construction against the technical standards. Documentary evidence of compliance is not normally required except for gas fuel tanks if they are fitted to the vehicle.

IVA applications are checked by the Vehicle and Operator Services Agency (VOSA) Swansea before an appointment for an inspection is issued by the test station. When the examiner is satisfied that the vehicle meets all the necessary requirements, an Individual Approval Certificate will be issued.

When your vehicle is ready for the IVA test, you should submit the correct type of IVA application form to the Vehicle and Operator Services Agency (VOSA) if applying in Great Britain, or the Driver Vehicle Agency in Northern Ireland. Application forms can be obtained from the VOSA website or telephone the VOSA Helpline on 0300 123 9000 . You can also email VOSA to request forms at enquiries@vosa.gov.uk.

Your vehicle can be inspected at a select list of VOSA test stations around the country. Alternatively you may wish your examination to be carried out at a privately owned test facility (POTF) formerly known as a designated premise (DP). These are privately owned sites authorised by VOSA and at which VOSA conduct IVA inspections.

It is important to make sure that you enclose all relevant documents to support your application because you may experience unnecessary delays if you do not supply everything that is needed. Fully completed forms, supporting documents and correct payment should be sent to:

Vehicle and Operator Service Agency
Approval Section
Ellipse
Padley Road
Swansea
SA1 8AN

Your application will be assessed, and sent to your chosen VOSA test station once successfully processed.

VOSA aims to provide 95 per cent of IVA customers with an inspection within four weeks of receipt of a correctly completed application form. Inspection appointments are allocated by the chosen test station, not by VOSA Swansea.
